【摘要】改革開放以來，我國的城市建設和發(fā)展步入了一個新的

時期，城市正處于一系列激烈的社會經濟變革之中。城市規(guī)劃好比

是城市的大腦，一個成功的規(guī)劃，能夠使城市煥發(fā)青春活力；建設

是城市發(fā)展的基礎，是規(guī)劃和管理工作的具體實施；管理是城市發(fā)

展的保障；城市規(guī)劃、建設、管理是密不可分的統(tǒng)一體，是一門綜

合性極強的社會系統(tǒng)工程。三者只有彼此兼顧，互相促進，城市發(fā)

展才能步入協(xié)調健康有序的良性循環(huán)軌道。
